Hi veron, with regards to money entering the Philippines, yes, you can send money to anyone in the Philippines, even if they are not your relatives. It’s Vietnam that might have special rules regarding sending money out of the country, but I think gifting/donating/charity is allowed. And bring your work permit or proof of source of money and IDs.
Countries also comply with anti-money laundering laws, which means that big amounts of money (in the Philippines, 500k pesos or more), are checked if the sources of money are valid, or if the reasons for transfer of money are valid.
