Can I open a joint PNB dollar account with my sister here in PNB Los Angeles Branch our purpose is that when we (either my sister or me) go home to Philippines we have money available for withdrawal in the Philippines. We don’t have to carry cash and will just withdraw the money in Philippines.
Hi Lily, yes, that’s doable and viable. The ATM withdrawal fee for foreign-issued ATM cards (Visa or Mastercard) here is 200 to 250 pesos per withdrawal. Maximum withdrawal amount for many ATMs in Metro Manila is 10k pesos; in the provinces, maximum is 4k or 5k. And the conversion rate is lower than that used by money changers. Another option is to open a bank account here when you arrive, then transfer money from your US account to your Philippine peso account via Transferwise (among remitters, this has the best conversion rate). While there in the US, you might want to register with Transferwise to explore it. Another one is Xoom. It’s the one my US remitter use. She sends me $ then I get $ over the counter at Metrobank or BDO, then exchange it at Czarina or Metro or any other good money changer, or Eastwest Bank (has the best rates among banks). You can explore Xoom.com and transferwise.com while there.

Hello, thanks, kumusta rin kayo…Yes, most banks here charge 250 pesos for every atm withdrawal for foreign-issued cards. $5 must be the equivalent. And many banks have set 10k as their maximum amount per withdrawal. In the past, HSBC atms disburse up to 40k per withdrawal. I don’t know now if it’s still the case.

Hi Edefredo, sorry there’s no PNB branch in Virginia. There are only 2 PNB branches in the US (one in Los Angeles, and one in New York City with an extension in Queens).

Hi Corazon, isa lang ang PNB branch sa LA, doon lang sa Wilshire Blvd. At 2 lang ang PNB branches sa USA, isa sa LA and the other in New York. Puede mong tanungin yong PNB remittance center kung puede kang magpa-open ng Philippine account don o kung anuman yong service na gusto mo. Yong brother ko sa Canada, nagpa-reactivate siya ng dormant Philippine account niya sa isang PNB remittance center near them in Canada at puede naman.

Hi Wilfredo, was your last balance equal or more than the maintaining-balance requirement? If it was maintained, your account was made dormant after 24 months of no deposit or withdrawal, and was penalized for dormancy every month (the penalty was around 300 pesos prior to the new dormancy fee passed in 2016 and became effective in 2017) and most likely have been automatically closed when the balance turned negative.
There’s also the unclaimed balance law: Any financial account with a balance that has not had any activity for 10 years will be reported to the Philippine Treasury, and after a court order, the full balance will be turned over to the Treasury.
If it was not maintained, your account balance was decimated by monthly penalty deductions and was automatically closed once its balance turned negative

Hi Ranulfo, as you might already know, the PNB in South San Francisco is a PNB Remittance Center Inc. branch, not a bank branch. It’s the PNB in Los Angeles, which is a bank branch, and they facilitate opening of Philippine-based PNB peso accounts. They also offer US dollar accounts, but only wholesale banking accounts (minimum is $250,000) because their US license is wholesale banking only.
About the South San Francisco RCI: They might be able to facilitate opening of a Philippine-based PNB peso account. My brother in Canada was able to reactivate his dormant Philippine account through a PNBRCI branch in Canada. You might want to call first: PNBRCI South San Francisco — (650) 634-8325

Hi Cherylyn, inopen mo ba itong PNB passbook account mo sa Philippines? If yes, okay lang kahit maraming months na walang deposit or withdrawal, basta huwag umabot ng 2 years na walang transaction, at basta name-maintain mo ang maintaining balance requirement (10k pesos; maintain at least 15k to earn interest). Kung umabot man ng 2 years or more pa, hindi naman mawawala ang account mo, mado-dormant status lang siya, basta name-maintain mo ang maintaining-balance requirement. Puede ka namang magpa-deposit sa account mo over the counter sa Philippines through your relative or friend mo, kahit 100 pesos lang before the 2-year period comes para hindi ma-dormant. Kapag na-dormant ang account, iho-hold at hindi puedeng magbalance inquiry, magdeposit or withdraw. You can reactivate your dormant account by appearing in person sa branch mo with your valid IDs or passport. Huwang ding paabutin ng 10 years to reactivate, kasi after 10 years, the bank will submit the account to the Philippine Treasury.
About balance inquiry, puede sana sa online if you enrolled it when you were in the Philippines. Anyway, if you have at atm card and if it was activated when you were here, you can enroll here: PNB online banking enrollment. Andian din ang instructions kapag passbook lang ang hawak mo, which is to submit a form to your branch of account. Sa BPI, they allow mailing the enrollment form via postal service, hindi ko lang sure if PNB also allows it. You might want to email customercare@pnb.com.ph and ask how.

Hi Cris, sad to say, activation of atm card is only here at a PNB atm in the Philippines. There are only 2 PNB branches in the US, one in Los Angeles and one in New York, and both do not have atms. Sana na-advise noon ng bank officer na mag-activate agad.

Hi Cherylyn, doon sa PNB’s updated list of their remittance centers in the USA, wala namang Florida office. Marami ang nasa California. Ang nearest siguro na PNB sa Florida is yong PNB New York, pero in reality, malayo pa rin kasi you need to fly and it’s not practical for inquiry only. Kung meron mang PNB affiliate diyan sa Tampa, siguro remittance partner, at remittance lang to PNB ang service nila. Na-activate mo ba yong atm card mo noon sa HK? Kasi kung merong Mastercard logo yan, pede kang mag-atm balance inquiry sa any Mastercard-linked machine diyan. Do you mind if I ask in what area/community you live in Tampa?

Hi Regina, can you check your PNB online or mobile app if PNB offers wire transfers online? BDO offers this service, but it seems that PNB offers wire transfers only over the counter, so you won’t be able to do wire transfer from Phils to US while you’re in the US. I checked also their wire transfer fees and it’s so costly ($75 processing fee plus $40 deposit fee). Their atm withdrawal fee abroad looks like costly too — their website shows 150 pesos fee per withdrawal, but there’s a note mentioning “up to 3% of equivalent peso amount for service fee” – that’s too much! but this might refer to transactions like shopping using PNB debit card, not sure .
Maybe think about opening a BDO US$ dollar account — BDO offers wire transfers online and the fee is cheaper ($10 plus $25) in 2 to 3 business days. Their atm withdrawal fee abroad is also cheaper — $3.50 per atm withdrawal, so ask if they also issue a debit card for the dollar account, and make sure to activate your debit card here, including the generate-OTP feature. I have a BDO dollar account, but I forgot to ask if they’re issuing a debit card too. If not, consider applying also for a separate peso atm account.
By the way, I also checked reviews of PNB LA on Google, and most of them are not good. So sad reading them.

Hi Regina, it’s okay. When you have BDO, make sure to activate OTP Generator here in the Phils so you don’t need to get OTP thru text (which might not be possible all the time from Phils to USA).

I have a joint savings passbook PNB account in the Philippines with my Mom and my sister, which we opened in 2019 when we were vacationing in the Philippines. Aside from the savings passbook, we also have 3 Time Deposit Accounts and were opened as joint, as well. Earnings from the Time Deposit Accounts are automatically deposited to the savings passbook and are set up to automatically renew upon maturity. Only recently, we found out that the savings account we opened is not accessible via online or ATM. You see, the savings account was opened to provide funds to my Aunt who is residing there in the Philippines and is managing our properties in the Philippines. Nevertheless, I found out recently that one way to get access to our account is to open another account here in the States. I do have several questions before we do this and they are as follows:1. I was informed that by opening a new account here in the States (I can visit your L.A. branch office to do this), the new account could be linked to our existing savings passbook account in the Philippines opened in 2019. From there, we could link the new account to our existing savings passbook account. Please confirm that this is true.2. If the above is true, could we make funds transfer between the 2 accounts? If so, what is the associated fee for this type of transfer?3. Could we transfer funds between the new account opened here in the States and/or savings passbook opened in the Philippines to my Aunt’s PNB account and to any other PNB account holders, for that matter? If so, what are the fees associated for these types of transfer?4. Based on how we want to use the account, do you recommend that we open a peso account (to avoid any dollar conversion issues) or a dollar account?5. What is the minimum amount to deposit and maintain to avoid monthly service charge?6. Can the account be opened by visiting your PNB L.A. Branch Office and do they have a parking facility?

Hi Leonor: First, hindi ako employed by PNB at hindi rin ito website ng PNB. I just write about banks. I’ll just help you with your decision-making by giving you some info. Ito ang mga fees for Philippine-related transactions with PNB Los Angeles. Check also Google reviews of PNB LA – they’re mostly not good. If your location is a long drive to LA and you’ll be having frequent transactions, it might not be practical to use PNB LA. Maybe ask your aunt to ask PNB their requirements about authorized withdrawal slips, like if they need actual IDs of account owners, so you can think about asking for and sending back signed withdrawal slips (consider courier or EMS costs and risks).
With regards to sending money from your place to your aunt’s PNB account, maybe using Wise (formerly Transferwise) is more practical. Wise has the best dollar-to-peso exchange rates among all money transfer companies — they use their own Philippine accounts to pay out recipients — this makes their process cost cheaper and give more to recipients. Wise will show the exact amount your recipient will receive before you click “Send”.
If your aunt needs to send money from Phils to LA, maybe sending via Western Union or via wire transfer, depending on amount, is cheaper. Maybe later on when you visit again, consider a BDO dollar account — their online wire transfer costs $10 plus $25. PNB’s wire transfer is much costlier and it’s over the counter. Or maybe convert your PNB savings into a checking account, so you just issue your aunt signed checks, and your aunt can just withdraw from your checking account by encashing checks.

Hi Marilyn, if you’re a US citizen but Filipino by birth, I think you can open a Philippine-based deposit account for remittance purposes. But if your purpose is for remittance or saving, I think it’s not practical considering the opening fee and deposit fee and the travel to LA if you’re in northern CA. The US-based deposit account that they offer is wholesale account (minimum deposit is $250k) and not FDIC-insured. Maybe the better option is to open a Phil-based account when you visit the Phils, probably a BDO dollar account (they offer online wire transfer from Phils to USA) and a peso account. Activate atm card and online and mobile banking and OTP generator while here.

Hi Tito, I think it’s better to call your Infinity branch within 9AM to 3PM Phil time 011-632-8553-9711 or 011-632-8553-9709. You can use Viber Out as it’s cheaper — you might have to wait for some time before your call is picked up. Be ready with your IDs and PNB data for verification
I have been unable to reach anyone at the PNB New York Location, so I am turning to you for help. May parents have a PNB account in Manila but live in the States. They would like to move the account here to the States. Can you tell me how to move the Manila account to the New York location. Hi Pura, that’s a common complaint about customer service both at PNB New York and LA. One can read complaints on their Google reviews. It’s PNB LA which has facilitation services for PNB Philippine accounts. PNB LA charges $75 for withdrawal from PNB Philippines and payment thru PNB LA. I’m not sure if PNB NY offers this service too, but their website does not include it in their list of services offered. In case you can access PNB LA, I think it’s better for your parents to withdraw their money from PNB Phils and then put them in a US bank that has good customer service because there are limits to banking services offered by PNB New York and LA, like lack of deposit insurance. And it might be good to maintain the minimum maintaining balance for their Philippine account just in case there are Philippine checks or money that will be deposited to the Philippine account in the future.
I currently reside in Cebu but travel to Los Angeles annually. Can I open a PNB account in Los Angeles and access the funds while I am in Cebu?
Hi Jeff, if you meant a US-based PNB account, PNB’s license there in LA is wholesale banking with no FDIC insurance, so their US-based deposit account is commercial, with $250,000 minimum deposit with no deposit insurance. Are you a US citizen who needs to maintain a US account while based here? You might want to explore this type of account. Or if you just need a US-dollar receiver account, you can explore a WISE multi-currency account. (Disclosure: I’m a Wise affiliate. I am not an americansabroad.org affiliate). Hi Retzer, any of the top banks are good: BDO, BPI, Landbank, Metrobank. Mobile apps of these banks don’t need OTPs for balance inquiry and deposit tracking, so even if your Philippine text system sometimes doesn’t work, you can still check your balance. PNB and other big banks are also ok, but I don’t have accounts with them so I don’t know if they require OTP just for balance inquiry. Consider also which big bank is nearest your farm, so it will be easier for your employee to go there to deposit. Most of the problems raised by account owners abroad are unreceived OTPs, inability to reactivate dormant accounts, reactivate atm cards and change forgotten PINs while abroad.
